Waymo Announces Tokyo Robotaxi Launch for 2027
The Waymo Tokyo robotaxi launch is now targeted for 2027, turning an overseas data-gathering program into a planned commercial service. Alphabet’s autonomous-driving company will work with taxi operator Nihon Kotsu and mobility platform GO to introduce fully driverless rides in Japan’s capital.
The partners plan to begin with a small fleet and expand to about 100 vehicles across key Tokyo neighborhoods. The timetable remains conditional on regulatory approvals and continued validation of Waymo’s technology and local operating model.
The plan has four defining elements:

Waymo’s September 14 announcement is a material change from its original Japan program. When the partnership was unveiled in December 2024, the company described Tokyo as its first international road trip and stopped short of committing to passenger service.
That initial phase brought 25 electric Jaguar I-PACE vehicles to Japan in 2025. Nihon Kotsu drivers operated them manually to map Minato, Shinjuku, Shibuya, Chiyoda, Chuo, Shinagawa and Koto, gathering data on roads, traffic behavior and infrastructure.
The shift to a dated commercial target signals that Waymo believes its local validation work can support a public deployment. It also moves Tokyo from an exploratory market on Waymo’s map to a planned operating city, subject to the remaining safety and legal gates.
Reuters reported on September 15 that the service is intended to be fully unmanned from day one. Riders would not go through an intermediate commercial phase with a safety driver behind the wheel.
How Waymo, Nihon Kotsu and GO Divide the Work
The three-company structure combines autonomous-driving software with local fleet operations and customer access. Waymo supplies the Waymo Driver and the operating experience developed through its United States ride-hailing network.
Nihon Kotsu brings knowledge of Tokyo taxi operations, vehicle management and maintenance. Its staff already participated in the mapping phase, giving the group a local operating base rather than requiring Waymo to build every function independently.
GO provides a widely used Japanese taxi-booking channel. Making the robotaxis available through both GO and Waymo apps could help the service reach existing taxi customers while preserving Waymo’s direct rider relationship.
The arrangement resembles Waymo’s broader partnership strategy, in which local platforms or operators handle parts of dispatch and fleet management. In Tokyo, that model also provides regulatory and cultural expertise in a transport market with established taxi rules and service expectations.
Tokyo’s Regulatory and Technical Gate
A 2027 target is not a guarantee. The companies must secure regulatory approvals and demonstrate that the system can operate safely in Tokyo’s dense streets, left-hand traffic, complex intersections and heavy mix of pedestrians, cyclists, taxis and delivery vehicles.
Waymo’s staged process is designed to reduce that risk. Manual mapping established a detailed view of the operating area, while subsequent autonomous testing can measure how the system handles local road conventions and unusual edge cases before passengers enter the vehicles.
Fleet size will also be a test of operational discipline. Expanding toward about 100 vehicles requires reliable charging, cleaning, maintenance, remote assistance and incident response, as well as consistent performance across different weather and traffic conditions.
The companies have not disclosed launch neighborhoods, fares or the exact vehicle platform for commercial service. Those details will shape whether the deployment begins as a tightly bounded premium service or develops into a meaningful addition to Tokyo’s everyday transport network.
Japan’s Robotaxi Market Draws Global Competitors
Waymo’s plan arrives as Japan confronts an aging population and chronic driver shortages. A dependable autonomous fleet could extend taxi availability when human staffing is limited, but the first deployments will need to prove that automation can meet Japan’s high expectations for safety, reliability and customer service.
The company will not have the field to itself. Nissan has been developing robotaxi plans with British autonomous-driving startup Wayve and Uber, creating a competing route that combines a Japanese automaker, an AI-driving specialist and a global ride-hailing platform.
Tokyo will therefore test more than Waymo’s ability to navigate a new city. It will show whether a United States-developed autonomous system can clear overseas regulation, integrate with local transport companies and earn rider trust at commercial scale.
The next credible milestones are regulatory authorization, disclosure of the launch zone and vehicle type, and evidence that driverless testing has progressed from controlled validation to public readiness. Until those appear, 2027 should be read as the partners’ target rather than an unconditional launch date.
