The ministry said vehicles with self-driving capabilities should reach large-scale deployment by 2030, specifically identifying highways, urban expressways and selected city roads for automated-driving rollout.
That wording is significant because it points beyond closed sites and small demonstration zones. Highways offer comparatively structured traffic but demand reliable operation at speed. Urban expressways add dense merging and exits, while ordinary city roads introduce pedestrians, cyclists, intersections, construction and less predictable behavior.
The roadmap does not assign a numerical target to the deployment in Reuters' account. It also does not specify whether every vehicle covered by the target will operate without a human driver. Those distinctions matter because advanced driver assistance, supervised automation and fully driverless service create different technical and regulatory obligations.
The policy therefore establishes a destination while preserving a staged path. Regulators can expand approved operating areas as systems demonstrate performance, and manufacturers can introduce capabilities according to vehicle type, road environment and the level of supervision required.
Safety and Software Rules Will Shape the Rollout
The ministry paired its deployment target with a goal for autonomous vehicles to reach safety levels higher than human drivers. That is an objective, not a measured result. Proving it will require clearly defined comparisons, exposure data and transparent reporting across the roads and conditions where vehicles actually operate.
China plans to tighten rules covering vehicle production, road safety, self-driving functions and software upgrades. Software governance is central because automated-driving behavior can change after a vehicle leaves the factory. Approval, testing, version control and incident response must consequently extend through the vehicle's operating life.
The roadmap also contemplates special approval channels for key components and low-volume vehicles. Such routes could let regulators assess novel hardware or purpose-built autonomous vehicles without forcing them through processes designed only for high-volume conventional cars.
China had already been developing more specific controls. A 2025 draft standard addressed driver monitoring and risk mitigation in Level 2 assistance systems, illustrating how broad policy direction can lead to detailed requirements for human attention, warnings and system behavior.
Capacity Controls Accompany the Autonomous-Vehicle Push
The roadmap is not simply an instruction to build more vehicles. The ministry plans stronger oversight of vehicle and battery capacity, measures to curb overinvestment, support for consolidation and the removal of inefficient capacity. That creates a tension between accelerating advanced technology and preventing wasteful expansion.
China also intends to strengthen antitrust enforcement, product-quality supervision and fair competition while restraining inappropriate incentives from local governments. These measures could influence which autonomous-driving programs survive: access to capital and a local pilot may be insufficient if a company cannot prove product quality or sustainable demand.
For automakers and technology suppliers, the practical competition will span more than driving software. Sensors, onboard processors, mapping, connectivity, data infrastructure, remote assistance and fleet operations must work together. A national deployment target may increase demand across that stack, but safety evidence and regulatory compliance will determine how quickly systems move into broader service.
China's 2030 Plan Extends Into Global Standards
The ministry wants multiple Chinese automakers to rank among the world's ten largest by sales. It also seeks greater international appeal for Chinese brands and a stronger Chinese voice in automotive standards, connecting domestic autonomous-driving deployment with export strategy and technical rulemaking.
Guidelines are planned to help automakers comply with foreign rules as they expand overseas. China will also encourage cooperation between Chinese and international companies in vehicle research, components, investment and market development. Overseas regulators, however, will make their own decisions about testing, liability, data and permission to operate.
The most credible signs of progress will be narrower than the 2030 headline: published approval rules, clearly described autonomy levels, expansion onto the named road categories, independently reviewable safety data and evidence that vehicles can operate reliably after software updates.
China's roadmap gives manufacturers, cities and regulators a common deadline and couples deployment with enforcement rather than treating autonomy as a purely technical contest. Its impact will depend on whether the next four years turn that direction into measurable operating permissions, safe service and durable industrial capacity.
